Gentlemen,

I transmit herewith a letter addressed to you under flying seal by the Resident Engineer of the Kowloon Canton Railway.

2. With regard to the suggestion in paragraphs 6, 7, and 8 of the letter that the Tunnel Works should be carried on through the agency of a large contractor, we shall be glad to have an expression of your own views on the subject, as it will be necessary to submit the question for the consideration of the Secretary of State and of the Colonial Government, before any action is taken in the direction suggested.

3. Any contract of the nature referred to would, in our opinion, have to be entered into here by us and on terms to be settled between you and us and not by the Resident Engineer.
